State of public education in the Russian Empire at the middle of the 19^th century is analyzed. Much attention is given to in-depth study the projects of the public education distribution in the state. The paper considers the main tasks of public school and the teacher’s mission in the conception of outstanding pedagogue K. D. Ushinsky.
